Indeed. I now insist on velcro (the double-sided stuff) on cable trays. 
>From experience, if you allow cable-ties, whenever someone installs a new 
cable, they will just grab a bundle of existing cables and tie to them. 
This makes it a nightmare when you have to remove a cable later...
