I believe you'll find a lot of what you want to know in Yakov Rehkter's
talk on BGP at 18 (http://www.youtube.com/watch?v=_Mn4kKVBdaM).

As you'll see, the story is that a couple of very frustrated engineers
drafted BGP over lunch on a napkin.

They were frustrated because the IETF was flailing around looking at
alternatives.
