[ih] Some Questions over IPv4 Ownership

You are focusing too much on the how and not the what.  It should be 
in terms of the service.  You don't want to control where it is 
routed, you want to ensure where it is not routed.

So if China is off limits, can I divert it through North Korea?  What 
about Congo?
